Oregon State University intends to contract for the provision of Specialized Research Tree Fruit Pruning, Thinning, and Harvesting from Capaz Workforce LLC as a sole source based on the uniqueness (design, capability, nature) of the goods and/or services. The Contractor must be previously trained in proper specialized research tree fruit pruning, thinning, and harvesting and must provide their own specialized equipment, including a hydrocooler system. Work must be performed at the Mid-Columbia Agricultural Research and Extension Center (MCAREC) in Hood River, OR and must be performed within prescribed time constraints. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to the Office of Procurement, Payment & Travel at procurement@oregonstate.edu by May 7, 2026 at 11:00 am PST.
