Acoustic Doppler Current Profiler (ADCP)
Description
Oregon State University intends to contract for the provision of an Acoustic Doppler Current Profiler (ADCP) from Teledyne RD Instruments as a sole source because of its ability to meet compatibility requirements of an existing line of equipment. OSU operates a research mooring buoy for remote sensing of ocean surface currents and other data collection off the coast of Cape Arago in Southern Oregon. The ADCP measures water velocity profiles and is crucial for monitoring ocean currents. The replacement ADCP must be fully compatible with the current mooring equipment and continuous data set, which is a "Workhorse Sentinel 300khz with a 200m depth rating" manufactured by Teledyne RD Instruments. If OSU went with another manufacturer we would have to make numerous costly changes to the mooring's cables, and mounting brackets to accommodate a different model ADCP. We would also have to consider new data protocols and would lose data continuity from years of semi-continuous collection. In addition, our technicians can maintain a single set of replacement parts and be trained on a single design of electronics, reducing our operating costs. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to the Office of Procurement, Payment and Travel at procurement@oregonstate.edu by 5/1/2026 at 4:30 pm.
