Oregon State University intends to contract for the provision of the 3rd edition of the national core manual for pesticide applicators from Gleason Enterprises LLC as a sole source because of the contractor being the single provider of the goods and/or services and of the uniqueness (design, capability, nature). OSU Extension Office works to train and certify pesticide applicators in the state of Oregon. The work includes training events, publications, manuals, and exams, in addition to technical assistance. The second edition of the national "core" manual for pesticide applicators is being replaced by a new 3rd edition in April, 2026. OSU needs this new manual to train/certify private and commercial pesticide applicators starting in July 2026. Only one entity has embarked on publishing a 3rd edition of the national "core" manual. The project is called PERC, (Pesticide Educational Resources Collaborative) housed at UC Davis, in collaboration with Oregon State University. Other states have updated their own training manuals to meet the regulatory standard to be be compliant with 40 CFR Part 171, but they are state-specific, and they would require significant updates to make them applicable in Oregon. The national "core" manual was written to cover federal requirements without respect to state differences, so it's a more efficient option to adopt the 3rd edition. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
