Oregon State University intends to contract for the provision of QMS storage and service software from ECL2 as a sole source because of the contractor being the single provider of the goods and/or services and of its ability to meet compatibility requirements of an existing line of equipment. ECL2 is the only authorized vendor in the United States for procurement and maintenance of the QMS software, created by Ideagen, Inc. OSU currently uses this QMS software for the creation, storage, and management of documentation and records associated with its Quality Assurance (QA) program. Maintenance of a compliant QA system is a mandatory requirement for accreditation by OSU’s accrediting body, the American Association of Veterinary Laboratory Diagnosticians (AAVLD). The system used for QA documentation must comply with AAVLD requirements and ISO/IEC 17025 standards. The ECL2-provided QMS solution meets all applicable AAVLD and ISO/IEC 17025 requirements and has been implemented and customized specifically for OSU’s operations. Transitioning to an alternative vendor or software platform would require significant data migration, system revalidation, staff retraining, and potential disruption to compliance status. As a result, such a transition would be time-prohibitive, cost-prohibitive, and pose an unacceptable risk to OSU’s accreditation and ongoing operations. An entity may appeal this determination in accordance system dance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
