Oregon State University intends to contract for the provision of coastal STEM education and outreach coordination services from Oregon Shores Conservation Coalition as a sole source because of the uniqueness (design, capability, nature) of the services and the goods being compatible with existing equipment and the contractor being the single provider of the services. The contractor must have longstanding experience delivering K‑12 education and educator professional development focused on Oregon coastal and ocean issues, demonstrated capacity to coordinate education and outreach across dispersed coastal communities, and existing trust‑based relationships with coastal teachers, community educators, and partner organizations. The contractor must also possess extensive experience supporting place‑based and community science education initiatives, including environmental monitoring and coastal stewardship programs, and the ability to align outreach and instructional support with Oregon Sea Grant and Oregon Coast STEM Hub goals. An entity may appeal this determination in accordance with OSU Standard 03‑010, Section 5.17 no later than the closing date indicated on the website.
