Oregon State University intends to contract for the provision of parenting education coordination and programming services for Union County, Oregon from Building Healthy Families as a sole source due to the uniqueness of the services and designation as the Oregon Parenting Education Collaborative (OPEC) Hub for the region. The selected contractor must demonstrate successful past experience delivering parenting education in Union County, the ability to coordinate and implement a comprehensive menu of parenting education programs, and the capacity to maintain collaborative relationships with regional partners and the OPEC statewide system. An entity may appeal this determination in accordance with OSU Standard 03‑010, Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to Procurement, Contracts and Materials Management at procurement@oregonstate.edu by 4/02/2026 at 2:30PM PST.
