Oregon State University intends to contract for the provision of regional parenting education coordination and programming services from First 5 Siskiyou Children & Families Commission as a sole source due to compatibility with the Oregon Parenting Education Collaborative (OPEC) Hub system and the organization’s unique qualifications. The selected contractor must have extensive experience providing parenting education programming in the region, strong existing relationships with local partners, and the ability to coordinate a complete menu of programs that reflect OPEC standards. Successful delivery requires community trust, organizational capacity, and established collaborative networks. An entity may appeal this determination in accordance with OSU Standard 03‑010, Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to Procurement, Contracts and Materials Management at procurement@oregonstate.edu by March 10, 2026 at  2:30PM PST.
