Oregon State University intends to contract for two (2) directional wave measurement buoys from CoastalObsTechServices, LLC (United States Representative for Datawell BV) for the PacWave project, as a sole source due to project requirements met by the technological systems that the vendor has with respect to the combined interoperability requirements for reference-grade accuracy, established acceptance as an international standard, interoperability with CDIP systems, and compatibility with existing PacWave and federally supported marine energy research infrastructure. An entity may protest this determination in accordance with OSU Standard 03-010, Section 5.17 no later than the closing date indicated on the website.
