Outdoor School External Evaluator

Description

Oregon State University intends to contract for the provision of Outdoor School External Evaluation from eeRISE as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services. The external evaluator must have the following requirements:

1) an in depth understanding of Oregon's outdoor school program and the people providing it (its culture and history),
2) an expert level of knowledge in Environmental Education and the ability to create and administer surveys related to content knowledge, social and emotional learning and equity, diversity and inclusion, and the ability to analyze the data collected
3) an expert level of knowledge in survey creation as it relates to the receiving audience, which in this instance is both youth and adults, as well as formal and non-formal educators,
4)Knowledge of Multi-site, participatory, and culturally responsive evaluation practices. 5)Knowledge of mixed-methods and collaborative and community-engaged research,
6) is not an employee of OSU (to eliminate the potential of influence or bias)

In addition, Dr. Braun from eeRISE is leading the “in-progress” revisions to the evaluation tool currently being used by OSU and this cannot be completed by another contractor.

An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
