Study and Support Planning for Blue River Ped and Pedal Path Project
Description
Oregon State University intends to contract for the provision for studies and support of the planning phase for the Blue River Ped and Pedal Path Project from McKenzie Community Land Trust as a sole source because of the contractor being the only provider able to meet critical parameters or timeframes to support the research and/or business needs of the university.
The supplier must possess the following minimum qualifications, skills, and expertise:
(1) Must be located in or ability to work in the Blue River, Oregon community.
(2) Demonstrate leadership and established relationships within the Blue River community.
(3) Have proven experience in community outreach and engagement, particularly with survivors of the 2020 Holiday Farm Fire and residents of Blue River.
(4) Have a background in managing and implementing wildfire recovery initiatives in the McKenzie River Valley.
(5) Have experience collaborating with agencies and organizations focused on wildfire recovery,
economic development, and outdoor recreation.
(6) Have experience in obtaining and managing conservation easements.
(7) Have the capacity to identify and leverage additional funding sources to support the development and long-term success of the Ped and Pedal Path Project.
McKenzie Community Land Trust meets all of the required minimum specifications while also possessing the trust, capacity, and expertise necessary to lead the Ped and Pedal Path Project in a way that aligns with the goals of the Recreative Recovery Program and the needs of the Blue River community. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the 05/02/2025 at 3:30 pm.
