Oregon State University intends to contract for grant writing consulting and proposal prep for OSU's NSF RIE application with Donn Forbes as a sole source because of the uniqueness (design, capability, nature) of the services and the contractor being the only provider able to meet critical parameters or timeframes to support research and/or business needs of the university. The consultant must have the ability to provide assistance before grant due date of 08/06/2024 and have experience coordinating large (multi-million dollar) proposal efforts, knowledge in relevant technical areas (semiconductor industry) and understanding of the federal Chips and Science Act and the National Science Foundation. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
