Oregon State University intends to contract for the provision of impact evaluation of Cameroon Performance-Based Financing (PBF) for Education Sector evaluation from Djimeu Research & Evaluation Services LLC as a sole source because of the contractor being the only provider able to meet critical parameters or timeframes to support research and/or business needs of the university. The impact evaluation requires an expert impact evaluation methodology, based on training in economics PhD program and extensive field experience, expertise in public sector operations including education sector in Cameroon. Ability to read, speak, and write fluently in French and English; ability to translate documents between the two languages . An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
