The University is seeking information to use in negotiating the engagement of a consultant/strategist, specializing in higher education with contacts to investors in education. It is the intent of CTL to engage the consultant/strategist for the project detailed below with the option, in the sole discretion of CTL, to engage consultant/strategist for additional phases on this project and on similar projects during the next five years. Project 1: The first project envisioned by CTL will consist of the following three deliverables: Deliverable 1: Conduct an external assessment and create a Planning Template based on that assessment. Deliverable 2: Develop CTL Strategic Development and Partnership Plan. Deliverable 3: Execute Strategic Development and Partnership Plan. This scope of work for the above project and the three deliverables is as follows: (1) Deliverable 1: Planning Template. Proposed Timeline: July 12, 2013 August 12, 2013 The successful vendor will conduct an external assessment of possible external partnerships and funding opportunities in order to further Universitys dissemination goals for education products developed based on CTL research. In addition, the successful vendor will work with CTL and other internal key University departments (e.g., Educational and Community Supports (ECS)) to determine the scope of dissemination of the education products and services. Based on the completed assessment and work with CTL and other key University departments, the successful vendor will create a Planning Template that may be used to create strategic plans for dissemination of Universitys education products and services including, without limitation, the Strategic Development and Partnership Plan detailed in Deliverable 2 below. Deliverable: A specific Planning Template that can be used for individualized strategic plans. (2) Deliverable 2: Strategic Development and Partnership Plan Proposed Timeline: August 13, 2013 September 13, 2013 The Strategic Development and Partnership Plan is envisioned to be the guide for interactions between CTL and external partner candidates. Using the Planning Template developed under Deliverable 1, the successful vendor will create a Strategic Development and Partnership Plan that will include (a) a list of CTLs education products and services; (b) target classes of external partners utilizing the successful vendors established contacts (i.e., venture capitalists, foundations, traditional and niche publishers, charter school systems and other investors in education); (c) specific targets within each of these classes ; and (d) timeline and roadmap for scheduling a fall campaign to execute the Strategic Development and Partnership Plan. Deliverable: CTL Strategic Development and Partnership Plan (3) Deliverable 3: Execute Strategic Development and Partnership Plan Proposed Timeline: September 14, 2013 December 31, 2013 The primary activities within this deliverable will entail executing the scope of work detailed in the Strategic Development and Partnership Plan created under Deliverable 2. This execution of the Strategic Development and Partnership Plan will result in (a) developing a strategic partnership between the external partners and CTL; and (b) wider dissemination of Universitys education products and services. Deliverable: Strategic partnerships with external partners for the wider dissemination of Universitys education products and services. Required Qualifications. Successful vendor must have an inside track to investors in education and have the experience necessary to credibly and aggressively pursue Universitys objectives. The successful vendor must have at least ten years high level expertise and experience as a consultant/strategist in a wide range of projects involving higher education institutions. The successful vendor must have experience directly interacting with high level academic leaders. The successful vendor must have experience serving on education boards and commissions. The successful vendor must have experience in technology and online learning management systems. The successful vendor must have access to investors in education. Submittals. Reponders submittals must include the following: Responses will include the business name, address and telephone number and email of the responder, and a cover letter summarizing the response. Responder will list names, titles, and qualifications of the key personnel who will be assigned to this project. Include concise business biographies or resumes of the key personnel who will be doing the work described in the response. This information must include their areas of expertise, and their experience with projects of similar scope and nature. Responder must include detailed information on how the responder meets each of the required qualifications under Section B above. Responder must include a detailed description of procedures and other aspects of the working relationship expected between responder and University as well as any other information deemed necessary for the fulfillment of the awarded contract. Responder Verification: If responder is an entity other than a sole proprietorship, responder must submit evidence in the form of a Secretary Certificate (or equivalent documentation) that the individual submitting the response is authorized to act for and bind the responder in all matters relating to the response and possible subsequent contract. This type of written documentation is commonly in the form of a Secretarys Certificate or Officers Certificate issued by the board or committee governing the entity. The written documentation, however, is not required to be in any particular form as long as it clearly shows the individual signing the proposal has authority to bind the responder. If responder is an entity other than a sole proprietorship and the entity was not organized or incorporated in the State of Oregon, responder is required to provide written evidence that responder is in good standing in its state of organization or incorporation.
