N: Date: June 5, 2013 RE: ACQUISITION OF A FE-SEM/FIB MICROSCOPE (PCS # 600000-0562-AP) Dear Potential Respondent: The University of Oregon (University), is seeking a field-emission scanning electron microscope (FE-SEM) and focused ion beam (FIB), dual-platform (FE-SEM/FIB) microscope for Nanomachining, inspection, imaging and automated sample processing for the University of Oregons CAMCOR Facility. Please do not respond exclusively by telephone or merely by sending marketing brochures. Please feel free to make suggestions, in addition to responding to the questions. Please submit your responses to Kurt Langworthy by no later than June 12, 2013. Respondents must complete the Representations, Certifications and Acknowledgements pages to be considered. If you do not sign the Representations, Certifications and Acknowledgements pages your response will not be considered for award. Responses submitted after this date may be considered if the University, in its sole discretion, deems appropriate or desirable. Once the University receives all information it wishes to obtain, it will evaluate the information and determine whether to negotiate with you. The University may negotiate with no vendors, one vendor, or more than one vendor. It is the Universitys intent to purchase the FE-SEM/FIB microscope it deems, in its sole discretion, to provide the best value to the University, though the University may choose not to purchase any FE-SEM/FIB microscope. Price will be one of many factors considered in any purchase. The factors considered are not limited to those addressed in this letter, the responses to this letter, or any other inquiries the University might make and responses it might receive. The University reserves the right to request a FE-SEM/FIB microscope demonstration, if in its sole discretion, the University determines that FE-SEM/FIB demonstration is in its best interest. The University is under no obligation to share additional information with you beyond that contained in this letter but may do so if the University, in its sole discretion, deems it advantageous. Responses to this letter will be retained by the University for a required retention period and made a part of a file or record that will be open to public inspection. If a response contains any information that is considered a trade secret under ORS 192.501(2), you must mark each page containing such information with the following legend: TRADE SECRET. The Oregon public records law exempts from disclosure only bona fide trade secrets, and the exemption from disclosure applies unless the public interest requires disclosure in the particular instance. The following specifications for the are FE-SEM/FIB microscope are required: A specified electron column resolution of at least 1 nm, Ga+ ion column optics with a minimum of 5 nm resolution, and operational down to 500V. Ion column capable of producing at least 50nA ion beam current. Equipped with an Inlens style SE detector and retractable BSE detector. In-situ manipulator for performing FIB lift-outs /TEM sample preparation. Pt gas injector Automation software for programming repetitive milling and imaging recipes, not limited to FIB lift-outs/TEM sample preparation. Correlative microscopy software for quickly locating regions of interest found with optical microscopy techniques. 5 axes motorized, eucentric stage with 150mm X-Y travel. One year service warranty (all parts, services, and travel included) Free training: Five days on site training and/or a training course hosted at the vendor facility. Submittals. Vendors submittals must include the following: Quotation with itemized budget and instrument specifications for a FE-SEM/FIB microscope that includes, but is not limited to accessories and performance specifications described in above Section B. The itemized budget within the quote must set forth a total price. Proposals will include the business name, address and telephone number and email of the Proposer. Proposer must include; a detailed description of the proposed equipment, which must meet or exceed the specifications detailed in Section B above, details regarding training, proposed maintenance agreements and any other aspects of the working relationship expected between Proposer's Company and the University as well as any other information deemed necessary for the fulfillment of the awarded contract.
