NDAA and Blue UAS Framework Compliant Drone and LiDAR System
Description
Oregon State University intends to contract with Fagerman Technologies, Inc. for the purchase of an NDAA‑compliant drone and LiDAR system to support federally funded forestry research as a sole source because of the uniqueness (design, capability, nature) of the goods and the contractor being the only provider able to meet critical parameters or timeframes to support the research and/or business needs of the university. The selected system must be NDAA compliant and approved for use in federally funded projects under the Blue UAS framework, support stable flight while carrying a LiDAR payload, and provide a minimum flight time of at least 30 minutes (with longer endurance preferred for field operations). It must enable autonomous flight planning and execution for repeatable data collection and include a LiDAR sensor capable of centimeter‑level accuracy (approximately 2.5 cm). The system must capture both canopy and ground returns, maintain high point density suitable for forestry analysis (~300+ points/m²) when operating at approximately 100 meters above ground level, and function as a fully integrated drone‑LiDAR platform. Additionally, the system must be available for delivery within the project timeline. An entity may appeal this determination in accordance with OSU Standard 03‑010, Section 5.17 no later than the closing date indicated on the website.
